History

ATCSI, LLC was founded in 2012 by Giac Biscotti. In 2014, he brought on the first employee, headquartered out of Chesapeake, VA. Now a family focused Economically Disadvantaged Women-Owned/Service Disabled Veteran Owned Small Business (EDWOSB/SDVOSB), Giac believed a company could provide a high level of service and support while still feeling like a group of family and friends working together. The vision was to provide support and expertise to the Navy and Marine Corps through a professional team of retired and former military air traffic controllers as well as Air Traffic Control (ATC) Communication, Navigation, Surveillance systems and Air Traffic Management programs (CNS/ATM). Since its inception, the roles and abilities of the ATCSI team have increased and evolved into other fields, supporting a variety of customers. 


Our professional team of subject matter experts brings over 200 years of experience and expertise and has hands-on leadership experience with proven performance accomplishments in complex environments. We maintain a value system that was honed during our service to the nation. Those values drive our approach to decision-making and other key aspects of our business and enables us to bring small business agility with big business results to our customers. 


ATCSI’s ability to provide specialized solutions now reaches into the areas of air traffic control systems and integration to include shipboard systems; manned and unmanned air systems; and ATC procedures and policy development. Additionally, we provide program management and development; task-based curriculum development and technical training. ATCSI also supports customers with information analysis, data services, systems engineering services and strategic project planning. Our workforce encompasses a multitude of subject matter experts with a wide range of experience.


Our Team’s deck plate operational expertise, coupled with the top-level leadership roles in Naval Aviation and ATC Management includes Carrier Air Traffic Control Center (CATCC) Officers, ATC Facility Officers, Fleet Liaisons, Air Traffic Control Type Commanders as well as the lead ATC officer for the Chief of Naval Operations. This expertise allows us to provide a unique perspective on how to support the Fleet and the Navy. We have leveraged our experience by supporting emerging Naval Programs such as AN/FPN-68A, AN/SPN-50, AN/SYY-1, AN/USN-3 (JPALS), NUCAS, UCLASS, Shipboard Installation and Integration, Foreign Military Sales (FMS), Department of Navy (DoN) Strategic Plan and Evolution Roadmap, and System Integration Lab Support. Our roles as subject matter experts has proven valuable in developing concept of operations, use cases, gap analysis, functional allocations, requirements development, Department of Defense Architecture Framework (DoDAF) products, and a credible interface with Fleet Project Teams. Specifically, we possess the vision to seamlessly integrate current ATC systems with new cutting-edge technologies. Our breadth of experience has given ATCSI a reputation as a small, emerging company with the expertise and feel of a much larger organization and an ideal partner in supporting the Air Traffic Control Systems technical, Engineering and Management Services solicitation.


ATCSI has been at the forefront for the formation of various Naval Air Traffic Management Systems Fleet Introduction Teams (FIT). The FIT provides coordinated oversight of integrating, installing and training operators and maintainers while liaising with all stakeholders and senior ATC leadership. The FIT provides a single point of contact (POC) responsible to the stakeholders and fleet operators to deliver an understanding of operations, equipment, capabilities, and utilization, as well as mediate fleet feedback with program agencies. The FIT coordinates all aspects of installation, integration, and introduction into the fleet. 


In July, 2022, ATCSI acquired Dynamic Science, Inc. (DSI). As two companies become one family, the ATCSI/DSI team will continue to support and provide an unmatched level of support and services adding over 75 years of additional technical and aviation services to ATCSI capabilities platform.
